A Portrait Gallery is a way to cast a show before the actors come around.
So, we think about real people. Most drama has a bunch of real people doing our worst. There is an unseen malevolent force in Doubt - the system that supports child sexual abuse. We don’t see these higher-ups in the show. We just hear them referenced in the end of the big confrontation scene.
That bishop, that you never see, moved this priest from two other parishes, and by the end of the show, will move this priest to a different school, this time with a child sex abuse accusation on record.
For your mental picture, I can give you one such bishop, he confirmed me in 8th grade.
